Islamist Rebels Create Dilemma on Syria Policy

By BEN HUBBARD
Published: April 27, 2013

CAIRO — In Syria’s largest city, Aleppo, rebels aligned with Al Qaeda control the power plant, run the bakeries and head a court that applies Islamic law. Elsewhere, they have seized government oil fields, put employees back to work and now profit from the crude they produce.

Across Syria, rebel-held areas are dotted with Islamic courts staffed by lawyers and clerics, and by fighting brigades led by extremists. Even the Supreme Military Council, the umbrella rebel organization whose formation the West had hoped would sideline radical groups, is stocked with commanders who want to infuse Islamic law into a future Syrian government.

Nowhere in rebel-controlled Syria is there a secular fighting force to speak of.

This is the landscape President Obama confronts as he considers how to respond to growing evidence that Syrian officials have used chemical weapons, crossing a “red line” he had set. More than two years of violence have radicalized the armed opposition fighting the government of President Bashar al-Assad, leaving few groups that both share the political vision of the United States and have the military might to push it forward.

Among the most extreme groups is the notorious Al Nusra Front, the Qaeda-aligned force declared a terrorist organization by the United States, but other groups share aspects of its Islamist ideology in varying degrees.

“Some of the more extremist opposition is very scary from an American perspective, and that presents us with all sorts of problems,” said Ari Ratner, a fellow at the Truman National Security Project and former Middle East adviser in the Obama State Department. “We have no illusions about the prospect of engaging with the Assad regime — it must still go — but we are also very reticent to support the more hard-line rebels.”

Syrian officials recognize that the United States is worried that it has few natural allies in the armed opposition and have tried to exploit that with a public campaign to convince, or frighten, Washington into staying out of the fight. At every turn they promote the notion that the alternative to Mr. Assad is an extremist Islamic state.

The Islamist character of the opposition reflects the main constituency of the rebellion, which has been led since its start by Syria’s Sunni Muslim majority, mostly in conservative, marginalized areas. The descent into brutal civil war has hardened sectarian differences, and the failure of more mainstream rebel groups to secure regular arms supplies has allowed Islamists to fill the void and win supporters.

The religious agenda of the combatants sets them apart from many civilian activists, protesters and aid workers who had hoped the uprising would create a civil, democratic Syria.

When the armed rebellion began, defectors from the government’s staunchly secular army formed the vanguard. The rebel movement has since grown to include fighters with a wide range of views, including Qaeda-aligned jihadis seeking to establish an Islamic emirate, political Islamists inspired by the Muslim Brotherhood and others who want an Islamic-influenced legal code like that found in many Arab states.

“My sense is that there are no seculars,” said Elizabeth O’Bagy, of the Institute for the Study of War, who has made numerous trips to Syria in recent months to interview rebel commanders.

Of most concern to the United States is the Nusra Front, whose leader recently confirmed that the group cooperated with Al Qaeda in Iraq and pledged fealty to Al Qaeda’s top leader, Ayman al-Zawahri, Osama bin Laden’s longtime deputy. Nusra has claimed responsibility for a number of suicide bombings and is the group of choice for the foreign jihadis pouring into Syria.

Another prominent group, Ahrar al-Sham, shares much of Nusra’s extremist ideology but is made up mostly of Syrians.

The two groups are most active in the north and east and are widely respected by other rebels for their fighting abilities and their ample arsenal, much of it given by sympathetic donors in the gulf. And both helped lead campaigns to seize military bases, dams on the Euphrates River and the provincial capital of Raqqa Province in March, the only regional capital entirely held by rebel forces.

Nusra’s hand is felt most strongly in Aleppo, where the group has set up camp in a former children’s hospital and has worked with other rebel groups to establish a Shariah Commission in the eye hospital next door to govern the city’s rebel-held neighborhoods. The commission runs a police force and an Islamic court that hands down sentences that have included lashings, though not amputations or executions as some Shariah courts in other countries have done.

Nusra fighters also control the power plant and distribute flour to keep the city’s bakeries running.

While many residents initially feared them, some have come to respect them for providing basic services and working to fill the city’s security vacuum. Secular activists, however, have chafed at their presence. At times, Nusra fighters have clashed with other rebels who reject their ideology.

In the oil-rich provinces of Deir al-Zour and Hasaka, Nusra fighters have seized government oil fields, putting some under the control of tribal militias and running others themselves.

“They are the strongest military force in the area,” said the commander of a rebel brigade in Hasaka reached via Skype. “We can’t deny it.”

But most of Nusra’s fighters joined the group for the weapons, not the ideology, he said, and some left after discovering the Qaeda connection.

“Most of the youth who joined them did so to topple the regime, not because they wanted to join Al Qaeda,” he said, speaking on the condition of anonymity for fear of retaliation.

As extremists rose in the rebel ranks, the United States sought to limit their influence, first by designating Nusra a terrorist organization, and later by pushing for the formation of the Supreme Military Council, which is linked to the exile opposition group, the Syrian National Coalition.

Although led by an army defector, Gen. Salim Idris, the council has taken in the leaders of many overtly Islamist battalions. One called the Syrian Liberation Front has been integrated nearly wholesale into the council; many of its members coordinate closely with the Syrian Islamic Front, a group that includes the extremist Ahrar al-Sham, according to a recent report by Ms. O’Bagy, of the Institute for the Study of War.

A spokesman for the council, Louay Mekdad, said that its members reflected Syrian society and that it had no ties to Nusra or other radical groups. “The character of the Syrian people is Islamic, but it is stupid to think that Syria will turn into Afghanistan,” he said. “That’s just an excuse for those who don’t want to help Syria.”

The Obama administration has said it needs more conclusive information before it acts on the Syrian government’s reported use of chemical weapons. It remains unclear whether such action would translate to increased support for the rebels.

In the past, United States officials saw the Islamist groups’ abundant resources as the main draw for recruits, said Steven Heydemann, a senior adviser at the United States Institute of Peace, which works with the State Department.

“The strategy is based on the current assessment that popular appeal of these groups is transactional, not ideological, and that opportunities exist to peel people away by providing alternative support and resources,” he said.

Mr. Heydemann acknowledged, however, that the current momentum toward radicalism could be hard to reverse.

The challenge, he said, is to end the conflict before “the opportunity to create a system of governance not based on militant Islamic law is lost.”

Emile Hokayem, a Middle East analyst at the International Institute for Strategic Studies, framed the rebels’ dilemma another way: “How do you denounce the Nusra Front as extremists when they are playing such an important military role and when they look disciplined, resourceful and committed?”

From the start, the Syrian government has sought to portray the rebels as terrorists carrying out an international plot to weaken the country [!], and the rise of extremist groups has strengthened its case and increased support among Syrians who fear that a rebel victory could mean the end of the secular Syrian state.

Many rebels and opposition activists complain about the Western focus on Islamist groups, some even dismissing the opposition’s ideological differences.

“We all want an Islamic state and we want Shariah to be applied,” said Maawiya Hassan Agha, a rebel activist reached by Skype in the northern village of Sarmeen. He said a country’s laws should flow from its people’s beliefs and compared Syrians calling for Islamic law with the French banning Muslim women from wearing face veils.

“In France, people don’t like face veils so they passed laws against them,” he said. “It’s the same thing here. It’s our right to push for the laws we want.”

An employee of The New York Times contributed reporting from Aleppo, Syria.
A version of this article appeared in print on April 28, 2013, on page A1 of the New York edition with the headline: Islamist Rebels Create Dilemma On Syria Policy.

"Another prominent group, Ahrar al-Sham, shares much of Nusra’s extremist ideology but is made up mostly of Syrians."

In other words, most of the "rebel" groups are likely stacked with non-Syrians, just as the government alleges.

US training Syria militants on Jordanian soil: Report

Fresh evidence has surfaced shedding light on the role of foreign countries in providing training and assistance to armed men fighting against the Syrian government.

In an interview with the state-run BBC, an unnamed senior commander from the so-called Free Syrian Army said the US has been secretly training anti-Damascus militants in neighboring Jordan.

"Most of the rebels have some education; it was not hard for them to detect the American accent of the trainer. He spoke through a translator. But the way he spoke indicated that he was American," he explained.
He said the training course, which took place at a military facility outside the Jordanian capital, focused on small and medium arms, as well as mortars, rocket propelled grenades.

Despite Amman’s denial, other militant leaders have also confirmed taking two-week-long training courses in relatively small groups on the Jordanian soil.

Washington has not officially commented on its involvement, insisting that that it has provided no more than strictly "non-lethal" assistance to the militants.

The Syria crisis began in March 2011, and many people, including large numbers of army and security personnel, have been killed.

The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the insurgents are foreign nationals.

Damascus says the West and its regional allies Qatar, Saudi Arabia, and Turkey are supporting the armed groups.

In addition, several international human rights organizations have accused the militants fighting the Syrian government of committing war crimes.

Syria nerve gas claims undermined by eyewitness accounts
Description of attack in which six rebels died adds to uncertainty about claims that sarin has been used in the conflict

Peter Beaumont
The Observer, Saturday 27 April 2013 23.01 BST

New questions have emerged over the source of the soil and other samples from Syria which, it is claimed, have tested positive for the nerve agent sarin, amid apparent inconsistencies between eyewitness accounts describing one of the attacks and textbook descriptions of the weapon.

As questions from arms control experts grow over evidence that the Assad regime has used chemical weapons on a limited scale on several occasions, one incident in particular has come under scrutiny.

While the French, UK and US governments have tried to avoid saying where the positive sarin samples came from, comments by officials have narrowed down the locations to Aleppo and Homs.

Last week the Obama administration suggested that Syrian government forces may have used the lethal nerve gas in two attacks. Opposition fighters have accused regime forces of firing chemical agents on at least four occasions since December, killing 31 people in the worst of the attacks.

A letter from the British government to the UN demanding an investigation said that it had seen "limited but persuasive evidence" of chemical attacks, citing incidents on 19 and 23 March in Aleppo and Damascus and an attack in Homs in December, suggesting strongly that samples were taken at these locations.

A US defence official, who spoke on condition of anonymity to the Los Angeles Times, appeared to confirm that one of the samples studied by the US was collected in December – suggesting that it too originated in Homs.

According the US Centres for Disease Control and Prevention, "sarin is a nerve agent that is one of the most toxic of the known chemical warfare agents. It is a clear colourless liquid … generally odourless and tasteless".

But eyewitness accounts of that attack, in which six rebels died and which were reported at the time by the Associated Press described "white smoke" pouring from shells that "smell[ed] … like hydrochloric acid".

The suggestion that one of the sarin-positive samples may have originated in Homs has added to the growing confusion surrounding the claims made with different degrees of caution by the Israeli, French, UK and US governments in recent days.

According to the US and UK governments, "miniscule" samples recovered by opposition sources and passed on to western intelligence agencies have shown traces of sarin. No other agents have been mentioned.

While the contradictions between the eyewitness accounts and traces of sarin in the samples may well be attributable to the confusion of battle, it underlines the uncertainties around the claims, which have included questions about whether some of the videotaped symptoms are consistent with sarin exposure.

Reflecting just how little is known about the circumstances in which people may have been exposed to chemical agents in Syria, President Barack Obama has said: "Knowing that potentially chemical weapons have been used inside of Syria doesn't tell us when they were used, how they were used. We have to act prudently. We have to make these assessments deliberately." Obama warned in December that the Assad regime would face "consequences" if it were disclosed that chemical weapons had been used.

Claims that Syria has used sarin gas should be treated with caution
The US has said the use of chemical weapons would trigger a response – so any concrete evidence must be made public

The recent claims that Britain, France and Israel have proof that the regime of Bashar al-Assad used sarin gas in Syria raises important moral questions, and not simply for the Assad regime. If the claims are true then Assad's forces would be guilty of a crime against humanity.

But where does that leave the governments who claim they have evidence that sarin was used? Although France and the UK have written to the UN claiming they have "credible evidence" to support their claims, they have yet to make the substance of those claims public – a baffling position given the seriousness of the allegations. Instead they have preferred to brief reporters on basis of anonymity.

And the "evidence" provided by Israel's top military intelligence analyst Itai Brun – as even the Times of Israel concedes – has been an equally curious affair. Despite Brun's claim – according to comments by US defence secretary Chuck Hagel who had just visited Israel – it was apparently not important enough to be raised with him by senior Israeli defence forces officials or politicians.

I add a caveat here. I have no idea whether sarin has been used in Syria – and if it has been used, by which side. But the history of the use of chemical weapons by states including Iran and Iraq and non-state actors, like Aum Shinrikyo, means that the possibility should never be excluded.

My own limited experience, however, with claims of the use of poison gases on stories that I've covered tends toward caution when claims of their use are made. The first time I encountered the claim of gas being used on a battlefield was from fleeing KLA fighters whose headquarters in the Drenica mountains had just fallen to Serb forces. It was quickly clear the claims were false.

More recently I looked into claims that a "mystery" gas had caused seizures and asphyxiation deaths when used against demonstrators in Egypt. In that case the conclusion was that very high concentrations – and possibly old stock – of conventional riot gas had caused the symptoms.

There are other questions that one should be asking about alleged use of sarin in Syria, not least why a state would seek to use a weapon like this on such a limited scale. The utility of weapons of last resort for those unscrupulous enough to use them – like sarin and VX and mustard gas – is that they not only kill large concentrations of people but their use also has a profound psychological impact. Gas, in other words is not a weapon that is generally used discreetly, but emphatically.

When military analysts have imagined the circumstances that such weapons might be used it has been in circumstances where regimes are either in extremis or – as in the case of Saddam Hussein's use of gas on the Kurds in Halabja – where a regime believes it can act with a large degree of impunity.

Neither of those quite fit Syria today. All the evidence is that — despite the spread of the civil war to the outskirts of Damascus – Assad's forces are resilient. All these questions are important because the accusation is so serious. The US has already said the use of chemical weapons would represent a "red line" that would trigger an unspecified response.

The history of the allegations made about Saddam Hussein's non-existent weapons of mass destruction requires that proof is offered on public forums that can be adequately cross-examined. In this case, if it is true that the UK and French governments have soil samples that show sarin has been used, they should not only be shared with UN investigators but the chain of evidence showing how they came to have the samples must made public.

Until then, the caution of Chuck Hagel is the only appropriate response. He said last week that Washington will not be rushed into intervention by foreign intelligence reports, even those from allies. "Suspicions are one thing;" he declared, "evidence is another". Given the history of British officials' behaviour in the run up to war in Iraq, they should either do the right thing – disclose what evidence they have – or let the UN investigating team reach its own conclusion.
