There are a ton of national laws that are weird like this and aren't consistent internationally, even among developed nations.

So for instance, in the UK and Denmark, individual, non-organized prostitution is legal (probably the law is directed against making it a high profit organized business). In most US States, it's totally illegal.

In Canada, Norway, and Sweden a prostitute can sell herself, but it's illegal for someone to buy her services. Supposedly in some nations the opposite is true and only buying it is legal, according to this website:

Prostitution is illegal mostly imo because they want to make dating regular women the only way a man can get laid.
This way if they control what women desire in a man, they can mold the new soy man.

Another example of national idiotsyncrasies involving the Scandinavian countries and morality laws is the issue of alcohol. In Western countries in general and the USA in particular there is a traditional divide where the left, being associated with liberalism or liberal attitudes is more open to substance use and allowing it. A classic example of this is hippie culture. Another one could be conservatism being associated with opposition to alcohol use. In particular this comes from conservative morality.

In the Scandinavian countries and in Sweden in particular there is a strong switchover , for lack of a better term, on this issue. There, there has been a traditional idea that alcohol is harmful to the masses, and sell out of a desire to protect them from this harmful substance, there is traditional opposition to alcohol on the left and it has been banned in Sweden at times and the last has been in favor of this ban. It is not so much considered a moral issue in conservative religious terms for the left, but rather an idea that this substance is harmful to people's well-being. As a result, there is stricter enforcement and societal attitudes against children under 18 drinking, which is not the case in other European countries so much.

There is also an argument that Scandinavians have a particular Temptation or propensity for alcohol abuse and addiction and so this is used as a justification in the eyes of some people for Banning it in Scandinavia. But I don't consider this supposed ethnic problem to be a real explanation because there are countries with comparable drinking problems that don't have this switchover on the left and right on this issue. And people generally in the west understand that alcohol and other substances like that can be harmful but despite understanding this harm, those countries don't have this kind of switch over in their politics with the American left taking a harder stand against risky recreational substances.

So in Scandinavia maybe there is this weird psychology going on about prostitution laws with the thinking being that prostitution in general is wrong and so purchasing the services is made illegal, whereas there is also a concept that women who are involved with prostitution are at a disadvantage or people feel bad for the prostitutes or think that they might be pushed into prostitution due to hard circumstances. Otherwise it is hard to understand the psychology behind making it legal for a prostitute to sell her services but illegal for a person to purchase them. If the prostitution activity is considered generally bad then it makes sense that it would be illegal for someone to purchase it, whereas if it was considered generally good then it is hard to understand why it would be illegal to purchase those services. It looks like they are making an exception when it comes to penalizing the prostitute because of some desire not to penalize her.
