What is the formal name for what the governments practice that you are calling "Tit for Tat"?
I understand that you can consider it a universal or moral principle like one of the Laws of Thermodynamics - "Every Action has an equal and opposite reaction" - or like the Hegelian Dialectic, which isn't necessarily Marxist.
It seems like major governments and powerful organizations have it as an unofficial, recognized, established principle of some kind.

In Season 1, Episode 6, of the History Channel's program "Unidentified", Luis Elizondo, a former member of the US AATIP program, meets with Lt Col. Clarbruno Verduccio of the Italian Navy Special Forces, and retired Commander Clarbruno Verduccio of the Italian Navy. You can start by asking why both Italian naval officers at the meeting have the same first name. They don't look related.

At 5 minutes into the program, Lt Col. Verduccio, Italian Navy Special Forces smiles, saying:

When Lt. Col. Verduccio talks, Elizondo smiles and nods his head, as if he knows what Elizondo is talking about.

You can answer, like most of the audience will, that he is just talking in terms of normal ethics, like if I help you with something, then you should help me too if I want your help. Or you can answer that there is a general custom in international affairs of what you called Tit for tat. But he seems to be talking in even more precise terms of equal actions and reactions. I mean, if this is just an incident where retired officers share some information that a government is fine with releasing to an open research NGO, talking like "brothers", then why put it in such emphatic and precise terms as "MUST" and "same weight"? If I give a brother a normal birthday present, I don't have an emphatic expectation that he MUST do something like that in the same weight. So it sounds like there is some kind of precise, strongly-held acknowledged principle or rule that they have.
