A Vietnamese former banker and his business associate have been sentenced to death for their part in the embezzlement of $25 million, state media has reported.

The pair were among 11 defendants in the nine-day trial in Ho Chi Minh City, state media reported on Saturday, in a case that has highlighted Vietnam's efforts to show it is stamping out corruption in the face of widespread public anger over the issue.

Vu Quoc Hao, 58, the one-time chief of a finance subsidiary of the state-owned Vietnam Agribank and building firm boss Dang Van Hai, 56, were sentenced to death on Friday, according to state television.

"They were given the sentences for embezzlement of assets, mismanagement, abuse of power and fraud, causing serious consequences to the state," it said.

The other nine defendants were jailed for up to 14 years for violating state economic regulations, the report added.

The group was accused of embezzling more than $25 million of state money between April 2008 and March 2009 by falsifying financial leasing contracts, according to reports on state media.

Vietnam is rated one of the world's most corrupt nations and graft is a top concern for many ordinary people. The communist government has vowed to clamp down on the issue.

"There will be strict punishment for state cadres and officials who received bribes," warned the deputy prime minister, Nguyen Xuan Phuc, at an anti-corruption dialogue held in Hanoi on Tuesday, according to the government's website.

Vietnam resumed executions by lethal injection earlier this year, drawing criticism from the UN's human rights office.

Victoria Police has exclusively revealed to the Herald Sun that it will seek to use the new powers in up to 50,000 court cases each year.

It has already briefed its prosecutors on the law.

"If you're convicted or found guilty of any offence, a court may suspend or cancel and disqualify your licence," said Acting Senior Sergeant Richard Bowers, of the Victoria Police Prosecution Division.

"The legislation does not govern or put a limiting factor on which cases it applies to. It's any offence, and it's completely open to the magistrate as to whether or not they impose it.

"Unless a superior court gets hold of one of these cases and says 'Well, this is an inappropriate exercise of discretion,' it will remain open for use for a magistrate to use in any way they see fit."

But the move has angered civil libertarians.

"We are very disturbed at the lack of consultation, given this is such a sweeping and draconian measure," Jane Dixon, SC, the president of Liberty Victoria, said last night.

"To deprive someone of their driving licence can often also deprive them of their livelihood.

"We believe, for well-being, there should be a strong foundation between driving and the offending."

Victoria Police said it would advice its prosecutors to use the legislation in any case where the offending can be linked to using a vehicle, which it estimates at around 50,000 cases a year.

"We will raise the legislation in circumstances where driving had been part and parcel of the offending," Sen-Sgt Bowers said.

"It may be an offence where the accused used a car to commit the offences; for example, residential burglaries, using the car to get around."

In another change to the law, anyone disqualified from driving may be forced to fit an alcohol interlock device in their vehicle when the licence is reinstated, if the original crime can be linked in any way to alcohol or drugs.

First-time offenders, and those guilty of even the most minor offences, will not be exempt from the new law.

There are no set suspension or disqualification limits, giving magistrates free rein to cancel a licence for as long as they see fit.

Sen-Sgt Bowers also highlighted drug trafficking and family violence cases as likely ones for the exercise of the law.

"You have to look at each case on its merits and determine where is the best use of this legislation. We have left prosecutors with a fair bit of discretion," he said.

"It's a deterrent and a preventive measure. From our perspective, anything that has the potential to prevent further offending is a good thing," he said.

Kosher slaughter cannot be legalized, the Polish parliament decided on Friday. A government sponsored bill aimed at legalizing the practice of shechita, Hebrew for ritual slaughter, was shot down in the Sejm in a vote of 222 to 178.

A ban on shechita went into effect in January. Combined with a decline in meat exports due to Poland’s implication in the European-wide horse meat scandal, the end of local ritual slaughter has caused harm to the eastern European country’s cattle ranchers and exporters.

Meat producers and animal breeders have been protesting in front of the Polish Parliament demanding the reinstatement of kosher slaughter.

They claim that they have suffered losses of hundreds of millions of zlotys due to the ban.

Until January, Poland was one of the largest exporters of kosher meat to Israel and a few Muslim countries such as Turkey, Egypt and Iran.

Poland’s revenue from kosher meat exports were estimated at half a billion euro per year.

Opponents of the practice said that was no justification.

What a weird decision for their parliment to make. Isn't Kosher supposed to be a more ethical way of slaughtering an animal?
Kosher is a racket. The claims they make that it is a humane way to slaughter an animal are untrue, as the animals do suffer and often die slowly.
i was about to post the kosher slaughter ban.

kosher/halal slaughter is antiquated and hurts the animals.

An all-star lineup of business and political leaders pitched entrepreneurship as the key to Detroit’s comeback today at the rollout of Goldman Sachs’ 10,000 Small Businesses program in the city.

Speaking at a Ford Field news event were famed investor Warren Buffett, Gov. Rick Snyder, Goldman Sachs CEO Lloyd Blankfein, Mayor Dave Bing and U.S. Sen. Debbie Stabenow, D-Mich., plus three Michigan congressmen and assorted others.

The message: Detroit’s past industrial greatness is the base upon which a new generation of entrepreneurs will build a new economy.

“The resources are here to have a great, great city,” Buffett told the news conference. He added that Detroit is an underutilized resource, much like the auto industry was a few years ago, and that creates a huge potential for growth.

Snyder echoed that.

“Small businesses are vitally important to Michigan’s continued economic comeback and Detroit’s turnaround,” he said.

Bing agreed. “Our city is quickly becoming the home base for a number of innovative and cutting-edge companies that are bringing jobs and people back to Detroit,” he said.

And Blankfein added, “With practical business education and capital, small-business owners in Detroit have a much better chance of growing their businesses and contributing to the economic recovery of the city.”

Peppered with questions at the news conference, Buffett, an adviser to the Goldman Sachs program, agreed that he’s ready to invest his own money in Detroit if he finds companies worth buying here. He urged his listeners to contact his organization Berkshire Hathaway with tips on which companies to buy.

The event marked the rollout of the Detroit version of Goldman Sach’s innovative program to support the creation of thousands of small businesses in America. Detroit is the latest in a list of cities, including New York and Chicago, that have been chosen to participate.

Under the program, Goldman Sachs contributes $15 million to support small businesses through two local lending funds, the Invest Detroit Foundation and the Detroit Development Fund. Another $5 million supports an education component to help entrepreneurs learn the basics of growing and managing a business.

About 20 local businesses have been accepted for the first classes, including the popular Russell Street Deli in Eastern Market and Sweet Potato Sensations in the city’s Old Redford district. The colleges offering classes are Wayne State University, Macomb County Community College and Oakland County Community College.

Buffett predicted that hundreds of small-business owners in metro Detroit will go through the program over time.

You Cannot Negotiate With Iran?

You cannot negotiate with Iran. That is what they told us for years. The Iranian leadership is too fanatical, they are not rational actors, they are "not like us." One US official even recently said that deception is part of the Iranian DNA. But just over a week ago negotiations between the five permanent UN Security Council Members plus Germany and the Iranians produced an historic agreement that may be first step toward a new era in US relations with the Middle East.

As Middle East expert Eric Margolis pointed out this week, for Iran's major concessions it will only receive "$7 billion -- of its own money, which has been frozen abroad by US-led sanctions." That sounds like quite a bit of compromise for such a "fanatical" country.

Earlier this summer the same people made the same arguments about Syria. You cannot negotiate with Syrian President Assad, they said. He is insane; he is another Hitler. But not only was it possible, a deal was signed ending the threat of a US strike in exchange for Syria agreeing to give up its chemical weapons and the ability to manufacture new ones. Syria upheld its end of the agreement and the chemicals were all accounted for on schedule.

Why have the interventionists, the neocons, and the special interest groups claimed for so long that negotiation and diplomacy was tantamount to surrender; that countries such as Iran and Syria "only understand force"? It is because these groups are afraid of diplomacy. They do not want a peaceful resolution to these conflicts. They see US foreign relations only in the starkest terms: do what we say and we will give you aid, disobey us and we will bomb you.

Now the warmongers who call themselves "foreign policy experts" have been exposed. The whole world sees that they are wrong. Their advice is bad. Their limited vision of how foreign affairs should be conducted is actually dangerous to the United States. It is now clear that there are workable alternatives.

As with the US threats against Syria, public opinion polls on talks with Iran demonstrate that the American people are solidly behind diplomacy and opposed to another war. According to one recent poll, Americans support the deal reached with Iran by a margin of two-to-one.

Congress, however, is once again far behind the American people. Even as US negotiators were reaching agreement with their Iranian counterparts, US representatives and Senators were drafting legislation to increase sanctions on Iran. Instead of listening to the American people, many in Congress seem attached to special interests like the Israel and Saudi lobbies, which oppose anything less than full Iranian capitulation. Israel refuses to join the Non-Proliferation Treaty yet it seeks to dictate the rules of the treaty to those who have signed it. Saudi Arabia is desperate to control the region politically and economically, and it views an Iran that is free to sell oil and other products on the open market as a threat to Saudi power.

For too long both Israel and the Saudis have benefited from a US military guarantee. It has created "moral hazard" that only encourages more belligerent behavior on both of their parts. It remains to be seen whether this six month trial period will develop into a permanent move toward normalization of relations with Iran. What if Congress refuses to give Iran its own money back? But we are moving in the right direction and we should be optimistic.

A better US relationship with Iran may signal the beginning of the end of US meddling in the region and serve as an incentive for Saudi Arabia, Israel, and the Gulf States to solve their problems themselves. This would be a great boost to US national security, just as an Iran open to US business and trade would be a great boost to our economic security. Is peace finally breaking out? Let's hope so.

That's one of the most racist statements I've ever heard come out of a politician's mouth in modern times. The official who made that statement is Wendy Sherman. She made that statement in reference to Iran's concealment of it's nuclear program. Ironic, considering that Sherman is Jewish and Israel's concealment of it's own nuclear program and refusal to sign the NPT is the foremost example of deception you will find in international politics.
