It would be interesting to see the wording of the original decree. Possible it was altered afterwards as well, of course.

My take is, Columbus was leaving with his fleet, and someone wanted to call it an 'expulsion' instead of a 'voyage of discovery', maybe to have leverage over him when/if he came back?

Also, the last part of Moorish Spain had fallen that year, Granada, I believe.

Essentially they are lying about every part of the Columbus story. Maybe he was nobility of some sort (not necessarily Spanish nobility). They knew he would find something, due to stories told by Basque fishermen, etc. There are all the known stories about Columbus getting shafted (he was supposed to be absolute ruler essentially over everything he discovered) and then being blamed/name muddied (mismanagement, cruelty to natives, etc.) when he returned with news about the New World.
They knew about America long before Columbus "discovered" it. Sailors had been travelling there for centuries.

He was given the map and told to go there, so they could begin their work on the New Atlantis.

The 'feathered' part refers to his BEARD, Aztecs didn't have beards so how weird would a beard look? The serpent refers to the ARMOR they were wearing, chain mail but also possible lamelar or scale armor!

Now of course when it came time to hand over the gold they were a little reluctant. Maybe they didn't expect the Spanish, but rather someone else... The guy who made the cannons for the Ottomans was some Bulgarian dude, who offered his services to the Byzantines, but they refused to pay up (basically extorted him).
